The target may still escape by using Baton Pass, Flip Turn, Parting Shot, U-turn, Volt Switch, or a Shed Shell, and it may be forced out by Circle Throw, Dragon Tail, Magnet Switch, Roar, or Whirlwind.
The user will pass on this effect with Baton Pass, but the target will not.
